CITY STREET/SIDEWALK PROJECTS

| Little Texas Road Sidewalk |
The City of Kannapolis and North Carolina Department of Transportation held a public meeting regarding the construction of a sidewalk on Little Texas Road on January 26, 2021.
The Little Texas Sidewalk Project includes approximately one and half miles of sidewalk and pedestrian improvements along the east side of Little Texas Road and Ruth Avenue from Dale Earnhardt Boulevard to Lane Street. The project also includes improvements to the intersection of Ruth Avenue and Little Texas Road and roadway improvements along Ruth Avenue.
These improvement are designed to assist people to more easily walk or bike to the surrounding neighborhoods, businesses and school in this area. Construction of the project is expected to begin in 2024.

The West Avenue Streetscape and Infrastructure Project and the Atrium Health Ballpark are completed and open to the public. VIDA, the mixed use district of apartments, commercial and restaurant space and a parking deck will open in February 2021.

| NC 3 - Mooresville Road Widening |
Widening of Highway 3 to a 4-Lane cross-section from Kannapolis Parkway east to Dale Earnhardt Boulevard. This project also includes the extension of approximately 12,300 linear feet of 12-inch waterline. Relocation of utilities is underway as NCDOT prepares for construction.
April 2021 Update
N.C. Department of Transportation contract crews are actively working on every section of N.C. 3 from Kannapolis Parkway to Loop Road, as work continues to widen the existing road to a four-lane divided roadway. Completion is currently scheduled for spring 2024.
Current operations include:
- Soil cement stabilization from Beth Page Rd. to Rainbow Dr.
- Fine grading in multiple areas From Beth Page Rd to Rainbow Dr., then from Rainbow Dr. to Cypress St. once the double barrel culvert near Bailey Street is backfilled.
- Storm drain installation from Beth Page Rd to Rainbow Dr. and from Pine St. to Loop Rd.
- Pouring concrete sidewalk and driveways from Boy Scout Camp Rd. to Marion Ave.
- Sewer line tie ins continue.
- Retaining wall construction; 3 walls ongoing and 2 are complete: All walls are between Cypress St. and Loop Rd.
- Superstructure work for bridge over Irish Buffalo Creek.
- Single barrel culvert work near Charlie Walker Rd.
- Daily erosion and traffic control operations.
- Contractor is also working through utility conflicts in project limits.
- New bridge over Irish Buffalo Creek is complete toward Kannapolis Parkway. The existing bridge has been demolished. Crews are preparing to pour the concrete bridge deck on the bridge toward Dale Earnhardt Boulevard, so there will be two new structures over the creek.
- Access for emergency vehicles and school/special needs buses will be maintained throughout construction.

| Unified Development Ordinance (UDO) |
The City of Kannapolis is currently rewriting its Unified Development Ordinance (UDO). The UDO includes development regulations that guide all residential, non-residential and open space development within the City. The current ordinance is outdated and needs to be comprehensively updated to better implement the Move Kannapolis Forward 2030 Comprehensive Plan. The new ordinance, to be known as the “Kannapolis Development Ordinance (KDO)” will result in a development ordinance that is internally consistent, modernized, aligned with contemporary zoning and subdivision best practices, and more user-friendly. |

| Cannon Boulevard Corridor Plan |
The Cannon Boulevard Corridor Plan (CBCP) is a land use and transportation plan which will guide future redevelopment of Cannon Boulevard. The CBCP is intended to provide a long-range vision for the transformation of Cannon Boulevard into a 21st century thoroughfare. The plan will include strategic land use, transportation and design recommendations to facilitate this transformation. Cannon Boulevard (US 29) is a major transportation and commercial corridor which serves the City of Kannapolis, along with surrounding communities and the greater Cabarrus County/Rowan County area. |
