Officially incorporated in 1984, the City of Kannapolis is a Council-Manager form of municipal government. Kannapolis is governed by a Mayor and a City Council, consisting of six members who are elected to four-year terms. Each November, Council elects one of its members to serve as Mayor Pro tem for one year. The Mayor and Mayor Pro tem have the same powers as the other members of Council and vote upon all issues. The Mayor serves as the spokesperson for the Council and is authorized to execute legal documents on behalf of the City.
The Kannapolis City Council meets regularly twice a month on the second and fourth Monday of the each month. The first meeting is known as a Work Session meeting, a less formal meeting which allows Council to discuss issues in greater detail. No official action is taken in Work Session meetings. On the fourth Monday of each month the City Council conducts City business and residents have an opportunity to speak on issues. City Council Meetings are held in the City Hall Council Chambers, 401 Laureate Way, 6 p.m. (unless otherwise noted). The public is welcome at both sessions.
NOTE: With the restrictions of public gatherings in place due to COVID-19, the Kannapolis City Council meetings will adhere to social distancing best practices and require the wearing of masks.

How to Speak at a City Council Meeting
On the fourth Monday of each month, City Council holds a public comment session at the end of the agenda. During this time, members of the public may address Council on any matter which is directly related to City business. In order to have an accurate record in the minutes, you are asked to fill out a white card located at the back of the room and return to the City Clerk. Each person speaking shall be limited to three (3) minutes. The Mayor will call you to the podium at the appropriate time.
